California has long been headed in the direction of
oligarchy. But California also has an equally strong
progressive tradition. The way to reverse direction is a
voluntary system of publicly financed election campaigns,
proposed by AB 583, the ``Clean Money'' bill. Californians
want elected officials who represent their interests, and
